ICE Targets America's Retail Traders With a Hyperliquid Alliance

ICE and Trade[XYZ] Plan Regulated Hyperliquid Market

On Thursday, Intercontinental Exchange (ICE), the parent company of the New York Stock Exchange (NYSE), announced a definitive agreement with Trade[XYZ] to establish a U.S.-regulated perpetual futures marketplace built on Hyperliquid infrastructure. The arrangement makes ICE the exclusive operator of Trade[XYZ]’s regulated markets and includes an undisclosed minority investment in the trading company. Both parties must obtain regulatory approvals before opening the proposed venue.

The numbers tell an interesting story. Trade[XYZ] says its Hyperliquid markets have processed more than $650 billion in trading volume in just over a year, offering perpetual contracts tied to stocks, indices, commodities and currencies. Perpetual futures, commonly called perps, differ from traditional futures because they never expire. Traders can maintain leveraged exposure without fixed settlement dates, while funding mechanisms help keep contract prices aligned with underlying markets.

ICE Chief Sees Retail Opportunity Beyond Traditional Futures

ICE Chairman and CEO Jeffrey C. Sprecher described the initiative as an expansion into an increasingly international retail trading audience. “We’ve seen a clear increase in retail participation in markets, and that participation is becoming far more global, with retail traders increasingly seeking short-duration exposure, often around the clock,” Sprecher said.

He added:

“We see these perp markets as additive to our futures markets, not a replacement for them.”

That’s an important distinction for an exchange operator whose existing futures participation is more than 99% institutional. The NYSE parent ICE plans to separate the new retail business from its established institutional clearing operations, shielding commercial hedgers from the retail platform’s trading and counterparty risks.

Trade[XYZ] offered its own assessment of the partnership’s ambitions. “ICE brings the regulatory, technological and market expertise to help us realize that ambition in America,” the company said.

$650 Billion Trading Venue Faces US Regulatory Test

The proposed marketplace would support contracts referencing equities, indices, commodities, foreign exchange, and cryptocurrencies. Customers would access the products through participating futures commission merchants and brokers after completing identity verification and anti-money laundering (AML) requirements. ICE’s existing joint venture with OKX is another prospective distribution channel, although its broker-dealer and futures commission merchant approvals remain pending.

Trade[XYZ] also disclosed that billionaire investor Stan Druckenmiller is joining a small group of financial backers supporting the initiative. Its existing Hyperliquid markets will continue operating alongside the proposed U.S. platform. For ICE, the minority investment isn’t expected to materially affect its 2026 adjusted financial results. For Trade[XYZ], the agreement opens a regulatory route into a market previously unavailable to its American customers.

The irony is hard to miss: A company synonymous with Wall Street’s traditional exchanges now wants to bring blockchain-based derivatives into the American regulatory fold. The regulators, however, still hold the keys.
